The DOF is Vixen's answer to DC'S Justice Society. It predates the DOJ and was founded in 1940 when a group of Golden Age heroes came together to stop a Nazi & Soviet secret agents from destroying Pearl Harbor via volcano sabotage.
It is considered to be the first true superhero team.
