Start with something simple

As a reminder, the following was the old contents of the Rule Scroll:

• This scroll's range is 5 km
• Hanzo Academy students will uphold justice
• Hanzo Academy students will not fight
• Hanzo Academy students will obey their teachers (sensei / 先生)
• Hanzo Academy students will follow the school dress code at all times
• Amendment 1: Unless permitted by someone else with authority, the male shinobi by the name of Hanzo may not write into this scroll or void this amendment from it.

Kat wasn't so sure why that old geezer Hanzo got his own rule. She reasoned it's probably for the best to leave that rule alone.

"Let's see how legit this is," she thought to herself. While she wanted to just say this whole school was her playground, it wasn't out of the possibilities that it's all an elaborate sting op and she'd be outing herself the moment someone saw her name written into it, so better to throw them off the trail by sounding like a horny teenage boy wrote it. "Oooh how about this?" She added one bullet point to the dress code:

• Female students wearing underwear is forbidden

After all, it's not like it made a difference to her what happened to the guys either way. Kat then made a second edit to the Rule Scroll, this time making a new set of amendments:

• Amendment 2: all school bathrooms, locker rooms, shower rooms, and swim classes are co-ed.
• Amendment 3: Spanking is the preferred method of discipline.
• Amendment 4: Faculty consider all rules common sense while students' common sense is not affected.

With that, Katsuragi closed up the scroll and ran home without a trace.
