Start by changing her clothes

Before doing anything, Naruto used a quick wish to create a sort of magical wardrobe in Tsunade's office, making her clothing trigger easier to utilize.

"Hm? Oh. Right. I have a message from Shizune... Wardrobe: Cheerleading Uniform"

Tsunade began walking over to the wardrobe, opening it and stepping inside.

"And? What would that be?" She inquired, as Naruto watched her usual robe come cascading out and landing on her desk.

"She just wanted to tell you that she got hung up helping some foreign dignitaries, and she won't be back for a bit"

Tsunade's pants came soaring out next

"Foreign dignitaries? We weren't expecting anyone."

Naruto quickly used a wish to make his statement true

"Oh crap... We were, weren't we?" She huffed, acting like she had just remembered as her panties came flying out next.

"Yep. A few women from other villages."

A loud sigh came from the wardrobe

"That'll teach me to have my sake while Shizune reads reports..."

The doors swung open, and Tsunade stepped out, now wearing a blue, very tight tube top which left basically only the front of her breasts to imagination, and a rather short, blue skirt. In her hands were a pair of blue pom poms, a pair of white socks and shoes on her feet.

She then sat back down at her desk

"Well. Thank you for bringing this information to me. Is there anything else?"
