She can, as it happens

Sadarth said a few incantations and teleported herself to a safe spot in the middle of Sunley. The city was well named. It had more sunlight than the dark elf was accustomed to.

Moreover, the morning light made her more bitterly aware of her nakedness. She would have to hide herself until she had the absolute respect of the people here. It wouldn't do for them to think of her as some animal or dancer or slattern. She shook her head. There could be no misgivings. She cast a spell of aural amplification to ensure everyone in the city would hear her and began to speak.

"I, Sadarth, recognize Sunley as a Free City once more! Those who doubt the sovereignty of this grand and ancient city shall know the wrath of I, Sadarth, the city's protector, and of the citizens of Sunley. All those who claim nobility must renounce it or leave the city at once, for the people of Sunley are a free people who submit to no one! Failure to do so will be punished sternly. I instruct the City Assembly to exercise its ancient and hallowed right to convene, to impose order on the city. All those bearing arms in the name of a noble must either leave the city, lay down arms or enlist in the Urban Guard."

There was no such thing as the Urban Guard, nor had there been for some centuries. But when the City Assembly met, Sadarth would ensure they took the time the to form a city guard.

She hoped that pride was still enough to move these people. She herself knew the weight of humiliation now, and would be very glad to throw it off. But she knew that common people were more fearful than she, and would need a sign to embolden them to commit rebellion and defy the ban on the City Assembly meeting.
