Report them to the University Police

Obviously this is a matter for the police. You don't have signal where you are so you head back towards your dorm and watch your phone until you get one. Standing outside, you pull up the non-emergency number and dial it.

A curt male voice answers. "UPD, how can I be of service"

You briefly explain what happened and the voice replies "I'm sorry sir, all of these cases must be reported in person. Please come to our physical address and an officer will take your information."

You are about to object but the line goes dead. You don't think the officer believed you, but you pull up your phone again and find the UPD location on the map and walk there. It's not too far.

You walk over and enter. In front of you is what appears to be a reception desk, manned by a small but muscular man. You approach and the same curt voice greets you "Welcome to UPD, how can I be of service."

You repeat your story and situation as you did on the phone and the man looks around and then lowers his voice to a whisper, "look kid, I got to be honest, I can set you up to meet with a detective about this, but I don't recommend it. They won't believe that this happened to someone like you. They'll just get mad at you for wasting their time. Your choice though. We have both detective on shift today. I can set you up with Detective Anderson or Detective Reynolds-Smith...or sorry, just Reynolds now. Recently divorced. Any preference?"

They're names to you, so you look around for some clues. You see a picture board of the staff down the hall and glance at it. It's alphabetical so Detective Anderson is listed first, and appears to be a stern looking, older white man. You can't see Detective Reynolds though as their photo is too far down the hall.

"Well...?" says the clerk.
