There's an important variant of the Minions Power: The Charismatic Leader.

It's not real charisma... but it does use real people. The leader has something of a mind-control field that minimizes the impact of things that would make a person want to disobey or leave, and maximizes the impact of things that would make a person want to obey and stay. The leader still needs to do SOMETHING to inspire loyalty, and the mind control isn't fundamentally very strong (usually only trapping baseline humans - and weak-willed ones at that - allowing the possibility of them being talked to their senses), but it is a form of it.

The leader still ends up investing power into the minions: A close lieutenant with a lot of invested power is usually going to become a 'supernormal' (highly skilled but largely mundane: Think Green Arrow, Mockingbird, or Batgirl), but may pick up lesser versions of the leader's powers (a lot of sidekicks are this way), or they may develop their own unique powers based on their own personality... and they'll keep them while they're still favored minions. In most cases, the power will slowly fade if they cut ties with the leader (it was never really theirs), but in some the temporary connection awakens underlying potential, and the freed minion will remain powered and may even grow stronger with time. Lesser minions end up with less power invested, and are generally only slightly better than the baseline humans they otherwise are... but the same rules apply for powers they might gain from being minions.

Additionally, power is invested in these converts, so the Inverse Law of Minions still applies.
