Racial minorities.

Apparently someone thought the cure for racism in the world was to just remove one side of the equation from the equation entirely. Moral arguments aside, it was effective at least at ending the argument.

As far as anyone was able to figure out, it was a fluid concept but it followed diplomatic borders and racial lines.

Within any given country, any person who didn't fit squarely into the racial majority fell subject to the TRAP.

Whites anywhere outside of Europe and North America. Blacks anywhere but Africa. Asians and Hispanics... well you get the idea. Nothing mattered but numbers. Nothing.

Border-crossing could change a person's status, so the whole world ground to a halt overnight. No one dared travel anywhere.
