Q: Do you need to be a citizen to take use and claim women.

A: use unclaimed women? Yes so long as you otherwise meet the criteria and are in the country legally you may use women. Claiming women is harder.

You may only claim minority women who traveled with you, are from your country, or there is a family connection such as a wife, daughter or cousen. A minorty couple may only divorce with the owners permission. A minorty who successfully divorces from a claimed minorty is only entitled to max 10% of joint assets from the couple and looses all child visitation rights.
