Chapter 3 by Johanna Johanna

Public Sector

In many ways the function of various public departments resembles that of private firms. Most departments have a provision for corporal punishment of young adult females. There is less variety than in the private sector, but some punishments certainly go outside the usual spankings and other classic chastisements. Marriage registrars, for instance, find it the height of nuance to punish their female colleagues with anal insertions, thus preserving their "department virginity". Similarly, the uniforms and dress codes tend to stay on the mild side of being reminders of women's immaturity, but there too are exceptions. Full nudity is expected of many legal workers to show their commitment to transparency and truth.

Government employees find a somewhat higher degree of equal opportunities than those in the private sector. While females still face the obvious disadvantage of having to compete for promotions while frequently finding themselves sore-bottomed and humiliated, effort is made to avoid obvious discrimination.

There is a strong connection between the degree of responsibility held by a state-employed female and the level of humiliation featuring in her punishment for a mistake or failure. For example, a registry worker might expect a straightforward spanking in most cases, whereas a policewoman will be spanked approximately as hard for a same level offence, but also face significant exposure and humiliation in front of both her colleagues and the general public. As she has significant rights over the members of the public, they must be able to see the consequences of her errors.

Women who require specific gear to perform their duties, such as the aforementioned policewomen or firefighters, usually have a second set that provides the necessary protection and utility, but also minimum modestly and easy access to the body parts on which punishment is usually inflicted. However, corporal punishment is strictly off-limits in situation where it can create a hazard; a firefighter's actions in an emergency may be reviewed and later and that would lead to a punishment, but any attempt to discipline her on the spot will be met with harsh legal penalties.

The details on specific departments are coming!
