Dish out a little punishment

You ponder for a bit before you erase the rule of only wearing bikinis or thongs and replace it with

Old Rule: Women are allowed to wear as little clothing as they want, including going nude in public.
New Rule: Petite Women must wear clothes that leaves their pussy, asshole and nipples exposed or easily accessible.

You look up and notice a lot more daring outfits among women, one group draws your attention with their loud laughter in a booth across the way. They are all topless, and you watch their breasts jiggle as they heave for breath.

The Petite Waitress is now much more relaxed in her miniskirt and breastband. Her apron is still transparent plastic, but now that she isn't quite so exposed she doesn't seem nearly as self-conscious. Glancing back down You begin to write again.

New Rule: Nicolas (myself) Has the official job of Assigning punishments for petite women in his town. He can Assign any punishment for any reason. He is also allowed to inspect any petite girl whenever he wants, and they must treat him as though he is their romantic partner in regards to rules and regulations.

Satisfied, you look up, but nothing is changed. You get up and approach the waitress.

"Excuse me miss, do you know who I am?" You ask.

She just gives you a confused look. "No sir, should I?" You stare at her in a loss over how to continue.

Suddenly some people in suits walk in and surround you. A man flashes a special task **** badge at you. "Sir, you have been selected for a special program, I need you to come with us." Bemused, you grab your notebook and head off with them.

A short drive latter has you arrive at the city hall, and the people visibly relax once they've escorted you inside. You quietly ride the elevator down and are shown into a spacious office. Two screens on the walls show what appears to be a live view of outside, helping to alleviate the underground feeling of being underground. Your name is on a little placard on the oak desk.

You sit down and await whatever will happen next.
