Interspace highway

You take your seat at the council. You see Anja across from you and Em next to Tilly's mate whos name you never got. The head of the council, the tall green woman with horns, gets everyone's attention and the meeting begins. The first item on the agenda is the building of a new Interspace highway. It was originally going to involve the destruction of Earth but those plans had been changed after the Environmental Impact surveys did the first scan for sentient life in 200 years and found humans to have reached a level acceptable to be counted. Apparently our race did not qualify as sentient to galaxy standards in 1819.

There was much debate over the solution. Now that Earth had sentient life on it no galactic craft could pass by it until Offical First Contact had been made in case the craft was detected. Plans to move to change the route around the solar system were popular but some argued that it made the route too long to go without rest stops. The most popular plan was to clear a path through the Kuiper Belt on the edge of the solar system but this would take a lot of time and money.

"If I may address the council." You said having listened to debates about where to move the highway for two hours.

"Do you have a proposal to add to the debate or perhaps a solution?" Birthna, head of the council asked and elaborated "It would be in your best interest Earth ambassador to come up with a solution as: should this debate not be resolved by the end of this meeting, the original plan will go ahead. All Earth life will be transplanted onto another planet and the Earth destroyed."

This put the pressure on you but you thought your plan had a good chance even if it involved losing one of the other planets in your solar system. "I have made a few arrangements and plans and wish to start Offical First Contact with Earth as soon as possible. Therefore Galactic traffic won't have to worry about being spotted and Earth could act as a rest spot like the Human truck stops and caravan parks. This could be big business for your planet. However, if this went ahead one of the other planets had to be destroyed to make room.
