First rules
You sit down on the table and decide that you are going to need two categories mostly for what you have in mind as the first setup. You note down each of them on their own page. The first one is very simple, and you are almost certain that at least for now you don't plan to add too many rules to this one:
Me:
New rule: I am to be completely ignored by everyone, unless I give them expressive permission not to ignore me. This permission can be revoked and re-given at any time as many times as I want. I only need to say 'I give permission to notice me to XXX' to give it, or 'I take the permission to notice me away from XXX' for this. They do not need to hear these words for it to take effect. Any action I am doing is to be treated as if it was either just 'the wind' or something similar. Everyone will act as if it had happened by itself and make up a reason how it happened like that. This ignorance is extended to this Rulebook as well, though people need a seperate permission from the one to notice me for them to being able to notice it as well.
You nod, satisfied with this one. Then after a quick thought you add another one.
New rule: If I am hurt or injured, everyone instantly gets permission to notice and react to me. Also they are forced to help me to treat my injury or, if needed, call a doctor or ambulance. The permission to react to me is revoked from everyone that got it like this once my injury is treated and I say 'forget me again'.
Now you are really satisfied. Otherwise you would have seen you under the next car that didnt stop for you and then just left there on the ground bleeding out. Not a nice idea. Now regarding the much more interesting other category you smile and write down:

New rule: She will treat any 'old rule' that are placed in any category that is not this one or the one called 'Me' as if it was a 'new rule'. She will not be aware of this rule existing.
New rule: She will treat any 'new rule' that are placed in any category that is not this one or the one called 'Me' as if it did not exist. She will not be aware of the new rules and only follow them when instructed by an authority figure. However, even after being instructed and potentially even proven that it is indeed a new rule, she will always subconciously believe that it is not right and that she should not need to follow the rule. She will not be aware of this rule existing.
You smile devilish. Like that you could change the world around her to get back at her, and while everyone would just consider it normal, to her it would be all new and weird - and yet she could not refuse it, since its a new rule after all. And even better, if you put a new rule in there, it would catch her completely off guard. Finally, to make sure you always have a way to find her you write down.
Old rule: She will have a GPS tracker app on her phone and have it enabled at all times. She may not leave her phone anywhere and must carry it with herself at all times. She must set her login data to be her phone number as the nickname and my full name with no space bars as the password to track her. She may not change the password or turn off the app at any times. She may not turn off her phone and must make sure to charge it everytime she goes to sleep. She is not allowed to log into the app herself, except for enabling it to track her.
This would make it possible to always find her at least. You take out your phone and - despite it not being there a few minutes ago - find the tracker app, and log onto it with the expected data. It instantly shows you a map that has both connected phones displayed. Yours and hers. It also showed her relative position to you, the distance and the time since she last logged off - which apparently was over 1 year and 5 months ago. As far as you remember, that was when she bought her current phone. Good.
