As an elf, the Inquisitor is a member of the Lavellan Dalish clan, which wanders the wilderness of the northern Free Marches. The Lavellan clan is perhaps a bit of an outlier in regards to Dalish clans, since they are more open-minded than most and openly trade with humans and respect them, whilst trying to preserve what they can of their own culture.

A mage Lavellan is the clan Keeper's First. Basically, the apprentice set to take up leadership of the clan when the time comes. A non-mage Lavellan is a respected hunter of the clan. Regardless of the class, the clan's Keeper thought the events of the Conclave were too important for the future of the Dalish and decided to send Lavellan to spy on the meeting.
