Not content to resolve this by Imperial Fiat you start questioning the relatives closely, whys, whens, and wherefores...
Over the course of hours, a story emerges: a story of brothers who have always been trying to one-up each other since they were small, vying for parental approval, and a father who had children late in life and by the end was not-quite-right-in-the-head. Further probing reveals that the brothers have lost whatever fraternal regard for one another they might have had, and are both greedy and grasping men. You find that they have promised various relatives rewards for supporting them, though no one will admit to lying outright.
These fishing grounds also appear to be crucial to the food needs of the city, providing a major source of protein: so you can't just ignore this issue and hope it goes away.
You ponder for a while and then come up with a solution so simple it's brilliant!

You are surfing the web when you come upon a Strange Add: "Experience any Videogame from the inside!" You click on the link, wondering what kind of scam this really is, and are directed to a list of genres, then from there you find a game you want to try. No sooner do you click on the link for that game than you find yourself inside the game in question! Now you have to live through the game you picked; or die trying... (And of course, this being CHYOA, have a ton of sex along the way...)
