* Well? *
* Slow And Steady. *
You are aware of something that the mayor is not, it is exactly these sorts of low-level iconoclastic individuals who typically give rise to great philosophers, industrialists, politicians, and scientists.
"No, leave them be. Encourage them to channel their energy in more constructive directions, but don't harass them unless they actually breach the peace of my realm. Our city will take a number of years to train a new band of Jaguar Warriors until then we will need the current Jaguar Warriors here to defend against Barbarian attacks anyway." You state and the mayor bows his head.
Next, your Science Adviser, Malinalxochitl, speaks up: "Excellency, myself and the other seekers of knowledge need direction, if you would follow me to the Caves of Wisdom you can set a goal for our research..."

*(May Refuel any time they end their turn in a square with a Road or Railroad Improvement connected to one of your cities.)
Special Rules: May build Terrain Improvements. May Form an Outpost to exploit Special Resources outside your Borders. In the event that a civilization's Borders expand to cover an outpost thus formed there is a chance* the Outpost reverts to a Workers unit, becomes a newly founded City, or simply is Lost.
*(50% Chance for Outpost to revert to Workers: 15% Chance to become a new city per open square between it and the nearest existing city if any civilization border expands to cover it: Additional +5% if your own civilization's border expands in this way and there are two or more open squares between the outpost and your nearest city: Remainder is the percentage chance that the Outpost is simply lost. (In no case will multiple effects take place.))
Once a Worker unit forms an Outpost that unit can only be recovered by someone expanding their borders over the outpost. In the Event the Outpost is attacked by a rival civilization or barbarians it is automatically destroyed unless there is one or more military unit(s) present to defend it. Like a City, an area with an outpost can only have Road, Railroad, and Airbase area improvements and these are built automatically when the Outpost is founded if you have researched the appropriate tech.
