Yes, the Entire Mall is Under Her Control

Gracie stopped time and quickly ran around the perimeter of the mall, smiling at all the hands in the air. She even went to the outside patio area, and saw that it too had fallen under her control. As she ran back to the control room, she started time. When she arrived, the entire security team was on the room.

"Okay, since all the security personnel are here, you will inform anyone during a shift change about my requests, and will make sure they are followed even if a newcomer decides to spoil my fun. I week only be here for a couple hours, and my rules only apply to me and anyone I specifically tell you not to mess with. Is all that clear?" Gracie asked the assembled security team.

They all either nodded or verbally made it clear they understood. Gracie smiled and dismissed them. Time for some fun!

"Attention shoppers, I am going to make my presence known to you, but you will not react. You will see me, but will be unable to say or do anything about it. You will only react when you see something happen to someone or something I touch. It will be as if I am invisible, except you'll be aware of my presence. Therefore, if you take out your phones to take pictures or video of my antics, you will delete anything that has me in it. After I leave the mall, you will forget I was here, and won't remember anything I told you." Gracie said over the PA system.
