The counselors for Western Pines Summer Camp had arrived a week early to get the camp up and running, brush upo n first aid, go over rules and regulations, and other things. Most were college students who wanted to earn some summer pay and fulfil sorority or fraternity service hour requirements, but there was one young lady who was there to work off numerous traffic fines with community service. She was wealthy and hated the fact she had to work there, and she let everyone know it. She was Penelope "Penny" Stevens.
