Established Versatility Informed Learning, literally known as E.V.I.L. University, is a college where overly ambitious academic, intellectual, and athletic individuals go to for higher education. The environments at the school are extremely competitive. This is the tagline they give for aspiring future villains, and the part they don't advertise makes things far more interesting. The top students are free to pick other students, including upper and lower classmates, to literally become their personal brainwashed assistants for every major achievement, mainly exams and victories in school competitions, and even some of the faculty can also be given the brainwashing treatment with everything adjusted to reflect this. That said, there are some rules to the whole thing; any student or faculty that has been at the school for less than 15 months is ineligible for the brainwashing procedure, a bit of insurance for potentials just starting out, the headmaster and most senior faculty of the establishment are also exempt from being targeted for the procdure, it's more of a public order policy deal than anything else in a place filled with overly ambtious individuals with increasinlgy big personalities. The only other exemption is the top 3 students of each grade; they are doing the best, and it would be problematic if they were to just drop off of everything at seemingly erratic intervals. However, in the case of the top 3 students, they can mutually agree to bet and wager their immunity during events where ever other case of someone being potentially subjected to being brainwashed is occurring.

E.V.I.L. University is basically an establishment built for aspiring supervillains. And their unique relationship with H.E.R.O. allows them to bring in new subjects for their students to work with, but it also has the side effect of allowing that school to steal away any of their students. The annual interschool competitions, in which only these two schools compete, have always taken place a week before EVIL's graduation ceremony. And it's always a grand event for the school; the graduates always seem to pull out all the stops for the school to enjoy. There have been quite a few police incidents, and the results of some of them.
