Sorato Sukiro was a civilian orphan who had tried at the academy but had to drop out before the final test due to an illness he had. He would never be a shinobi, his dream of going on missions to far away places and becoming a famous and powerful ninja were dashed. He then studied politics under a few civilian council members before becoming the youngest council member. He was sitting on the ground with a disposable cup saki watching the birds just like when he was a child. He had become so entranced by them he missed the book heading towards him.
