Another kind of infiltrator

Not all of the Ranoxan infiltrators require a host to fulfill its function. The Hegemony with its highly advanced biological capabilities also sent infiltrators that exist at a higher level than many of its base counterparts. These were the Shifters, comprised of more evolved forms of Possessors, beings that could shapeshift into any lifeform it came into contact with, taking its form along with its mannerisms and memories. The Shifters weren't limited by the biology of the species they chose to imitate, instead possessing the form of its prey while still retaining many Ranoxan-inherent traits. Shifters are sent to keep its prey society docile and quiet all the while removing any potential suspicious elements, aided by their more advanced biology.
