An extremely powerful Ninja Scroll

At the time of founding of the shinobi division of Hanzo Academy, a special Ninja Scroll was produced that would act as a safety enforcement system. General principles valued by the good shinobi like non-**** (towards non-combatants at least), good work ethic, commitment to justice, and deference to authority were enshrined in this scroll which was then linked to a shinobi barrier large enough to cover the entirety of the school's campus. Unlike other shinobi barriers meant to keep civilians out for their own protection, this one was meant to keep them safe inside. Indeed, unbeknownst to all but a handful of founders, Hanzo Academy's reputation as an ideal school stemmed mainly from this scroll reliably enforcing these principles by channeling powerful shinobi magic.

Due to the high amount of energy this technique requires to fuel itself, the rules were written with care to efficiently use the energy it passively draws from its shinobi inhabitants. The rules written into it were as follows:

• This scroll's range is 5 km
• Hanzo Academy students will uphold justice
• Hanzo Academy students will not fight
• Hanzo Academy students will obey their teachers (sensei / 先生)
• Hanzo Academy students will follow the school dress code at all times
• Amendment 1: Unless permitted by someone else with authority, the male shinobi by the name of Hanzo may not write into this scroll or void this amendment from it.

The formatting might clue one in to the drafting process of this document. Hanzo, the school's new namesake founder, also has a reputation among the rest of the administrative team as an infamous pervert. It seems the man wanted to be very explicit about the dress code and had several bullet points planned out before they confiscated the brush he was writing with. The dress code was already outlined elsewhere, there was no need to write it here unless he wanted to make the girls' skirts shorter than they already were.

Thus, by unanimous vote (excluding one disgruntled perv) this first and only amendment was appended to the document. It was the last line the man was given permission to write into it, which he did reluctantly under the threat that they would burn the scroll and scrap the whole idea if he did not.

Fast forward to present day. The secret of the Rule Scroll has remained the school's most well-hidden secret while its contents have remained unchanged since the founding. While for most of its existence it has acted as a silent symbol of peace and normalcy, it is about to become the center of quite the societal upheaval.
