The first place to look are the brothels. Despite the rather unsavory reputation those establishments have, you're actually respect the people there. After all, they were so good at what they do, which was to please their clients that the clients offer secrets and information just to impress the women they're wooing. If you decide to go to a brothel to gather the information, morning is a good time to do so since the managers and the prostitutes weren't busy serving their clients and thus more receptive for a chance to earn money from another source of income.

Next on the list are the bars where most problematic hoodlums and troublemakers roost. While you can get most information the fastest by going to the bars, at the same time, you will be drawing attention to yourself. Most people visiting the bars in Wave are regulars and will notice you, an outsider coming in to their turf. Of course, being a shinobi, you have the option to change your appearance using a jutsu or the old fashion disguise but you still wouldn't escape scrutiny.

The third choice is to go to the dock where you observe the ships coming in and out of the port, talk to the workers there, or both.
