The best guess out of anyone who I knew was that the guy who changed things was owed a lot of money, because one day, anyone who had spent more than six months unable to pay their debts down was put up for sale. If you could pay ten percent of what they owed you would own them for as long as you could continue paying on their debt.
It didn't take long for the governments around the world to set up their own websites where any citizen could register for an automated alert should any debt be near the time limit. A double edged sword since these websites could also be used to purchase anyone registered who was past that limit.
These government sites also allowed everyone to figure out the specifics to what was going on, with so many data points to track.
Here are the ways the rule works as we know.
- If after the sixth month of a debt existing no progress has been made towards paying it down, you will be placed on probation.
- On probation you have twelve hours to either come up with ten percent of what you owe, or to pick a representative who can, who will then take ownership of you.
- After that twelfth hour anyone is free to buy you, first come first serve.
- If someone takes ownership of you, you and everything that was yours, becomes theirs.
- That person can do whatever they want with you so long as they continue paying a regular monthly payment on your debt.
- No new debts can be taken out by Debtors, but being owned does not stop other existing debts from pushing you into being an object. Your owner has until your first debt is payed off to pay against your other applicable debts to retain ownership of you.
- Consolidation of debt is an option.
- Once all of your applicable debt is payed off you are once again a person. However, unless you have people who care for you, chances are, in owning nothing, you will be back to being an object before long.

At some point in the progression of human history, we became fundamentally good and fair. Just, and kind. Everything was perfect. Or at least, it should have been. Somehow, things didn't work out as well as hoped. Fate loves to play her games, after all. One day, the rules just changed. There was no rhyme or reason for it. Everyone just accepted the new way of things without question.
