Annabel had rose up the ranks enough to get funding for her design of a solar powered suit. But in her haste to impress she had made a grave mistake and the purple suit fused with her skin during a accident, now everything she touched was drained of it's energy and converted into power. There was no way to remove the suit. She was stuck like this.

The first person to reach her after the accident was Karen, upon making skin contact Karen's energy was drained and her powers temporarily transfered to Anna.

That was when Anna learned Karen Starr was Power Girl.
