Moscow is the cosmopolitan capital of the world and the capital of Russia.

Founded in 1147 during the medeival times.

In the 90s the city became the headquarters for many communist parties and goverment agencies. Alot of these parties are still around along with a mutant training school similar too the X-Men in America.

The mutant training school is run by the KGB, they are tracked by the KGB and their skills are used in various missions.

The KGB recruited The Joker in 2026 awaiting a mission briefing about a US target gone loose in Moscow and the KGB need Jokers help.
