Mods have come a long way from the time of surgical modification now mods come in various forms depending on what you want and the level of quality some are highly regulated such as telepathy especially high grade versions of the mods which usually require extensive testing, various licenses and getting the approval of the highest governmental figure where you live on top of the long wait time that usually takes years and I say usually because apparently such problems tend to disappear when enough money is on the table.
