Maybe mislead them a tiny bit

Once you're finally presentable, you make your way towards the front entrance of the medical ward, where Shizune has taken post managing the questions from the cluster of people accumulating at the mouth of the building. You pull her aside for a moment, out of earshot.

"I thought about it, and I think I may have a solution," you deadpan.

"Thank god," she replies with relief. "They seem pretty upset. I don't think I could have kept them calm much longer. What's your plan, Tsunade sama?"

"I'm going to give them time. Sooner or later, they'll experience the joy their new bits can bring them, and they won't want to go back." Shizune's face is plastered with a look of disbelief, like she wants to object and ask if you're serious but knows it's not worth the effort.

Before she musters up a response, however, you take her place in front of the crowd. "Listen up," you speak authoritatively. "I know you're all upset, but a lucky few of you might be able to turn back to normal if you have sex in the next couple days. After that, there's a chance some of you could turn back to normal just the same as before, and if that doesn't work we can't help you. Got it?!"

The Konoha civilians look somewhat solomn, but your stern tone leads them to believe you. Within a few minutes, they've dispersed without a trace.
