What Were The Terms Of The Old Compact?
Long And Drawn Out Legalese: Negotiations Won't Begin Until Tomorrow...
The old compact is a complicated thing, much more legalese is included than either you or the other kobolds know, but after enough digressions, definitions, and explanations you get a good sense of it.
In layman's terms the provisions are these:
Roughly the Northern quarter of the swamp plus half of the eastern quarter are the lands of the lizardfolk tribe. They may hunt, farm, and fish there freely, and their chieftess word is law insofar as it doesn't impinge on the lands outside the swamp or their own established customs and traditions without the approval of the tribe. The Boundaries of their land are marked by a space 50 divinely-mandated-standard feet from the edge of the road and its campsites and a set of border stones marking the point where the land rises 10 feet above the annual high water mark of the swamp. The king agreed to this added bit of land because the swamp's north and east quarters are bounded mostly by steep slopes or even cliffs, so he lost little in that gift.
In exchange for being content with this area and leaving the road alone the crown would pay an annual fee of the following to the tribe as a whole and then each tribe member.
For the tribe as a whole, they would receive 100 Sovereigns worth of spices of the Chief's choosing each year according to the divinely-mandated-standard rates, one healthy adult pig weighing at least 170 Pounds, and one full outfit of at least standard-quality chainmail according to the Dwarf-Law as of the signing of the compact.
Each tribe member would receive one steel dagger blade* or spearpoint*, (whichever the king could obtain in bulk that year, but no more than five years could pass without both being given at least once,) five steel arrowheads*, (of any sort that could be readily used for hunting, according to the majority vote of a panel of five randomly chosen hunters including at least one tribe member,) a ceramic bowl at least four divinely-mandated-standard inches across and two deep*, one square yard of tough, mold resistant, cloth* per anum, and five pounds of root vegetables per month. (Type not specified, but fortunately, lizardfolk are just as omnivorous as humans when it comes to root vegetables.)
*(All of the "Standard Average" quality according to the Dwarf-Law as of the signing of the compact.)
The tribe would keep their lands clear of bandits and other dangerous beings and creatures that might prey on the surrounding area, in exchange for which their chieftain or chieftess would be treated as a peer of the realm, answerable directly to the king, and equivalent in rank to a landed knight palatine.
As a consequence of that status, he or she would be expected, in time of war, to raise a levy of twenty-four lizardfolk skirmishers armed with spears, knives, shields, bows, and arrows to serve in the kingdom's army, and march with them to war alongside the kingdom's other troops. They would be paid as per the rest of the army, and supplied with appropriate provisions from the harvests of the foragers. (And typically be used as foragers, like most skirmishers, though if a full battle broke out, they would be expected to rally to the sound of the war-horn like everyone else.)
The king could also call on this levy in times of peace to root out bandits and other internal dangers lying anywhere within fifty miles of the boundary of their territory no more than once every five years, for a term of service not to exceed a year and a day.
All other members of the tribe were to be given the status of Yeomen, and ergo subject only to the king's law and that of their direct liege, and furthermore, the king would exempt the tribe members from birth, ****, and inheritance taxes, in part because the exact parentage of lizardfolk is frequently unclear, (since different members of a clutch can have different fathers, and even mothers if their mothers are sisters and trusting of one another, yet look remarkably similar due to the conditions their eggs experience being similar,) and since the tribe would be living very near the poverty line already, choosing freedom over prosperity. (And the king who made the compact 100 years ago preferred not having to send tax collectors into the swamp over the few dozen silver per anum he would receive in taxes.) The tribe as a whole did owe a tax for their land, but it was simply folded into the ground rent owed by the crown for the road, lessening their received store of spices by eleven gold. (It would otherwise have been 111 Sovereigns worth of Spices.)
The next clause was The Tribe and it's chieftess/chieftain would be free to choose their chief and/or their successors in their own ways with no outside interference as long as they obeyed the compact, and the compact would apply equally to any such future chiefs even if they were no blood kin to the previous chief or the one that first signed the compact.
Lastly, the compact stipulated that the Chief and The Tribe would be direct vassals of the King/Queen "for as long as the realm shall endure, even should it rise or fall in station: if it becomes a Grand-Dutchy the (Lashhaglak Tribe) will be vassals to the Duke alone, should it become an Empire, only the Emperor will rule over (them)", never being given in fief to any other lord or lady save the King or Queen directly.
Reciting all the stipulations and provisions of the full compact has taken you well into the night. When it is at last done the Chieftess rises and says "Assembled Worthies, it is well past time we sought our beds. Negotiations will begin tomorrow, for now, let us sleep on all we have heard and form opinions on what we wish amended or revised in the new compact." Chieftess Sunwell said, and the gathering dispersed.
