IOU

The International Organization of Ultras, the IOU: An organization with the sole purpose of making sure nobody abuses those with super poewers. Formed in the fifties after a series of different would-be dictators in third world countries tried to **** their populations of supers into military service to go a-conquering. It ended explosively for all the dictators involved, but the horrors infliced upon the supers involved lead them to bamding together and swearing 'never again.'

So they formed the IOU. They enforce a few, simple rules:

1: There will be no super power registries.

2: Super powers will not see use in government.

3: Super powers will not see use in any business larger than a family business.

4: There will be no **** labor of supers.

And no, they're not legalistic about it. They will tolerate a 'known powers' section on a criminal profile (but the police need to be VERY sure they're profiling an actual criminal, rather than a civilian or a technical criminal), but calling it a 'list' rather than a 'registry', won't fly (your office building will when they find out, however... straight into the sun, probably with you in it), and a 'family business' that has a hindred locations clearly isn't. The non-legalistic nature leads to inconsistent enforcement in edge cases, but people endeavor to be on the safe side of the rules...

Because NOBODY wants to be on the wrong side of an IOU notice.
