Hera was the one not by love but by proven Queenship, she was an effective ruler with that came assurance of not letting her emotions getting involved too much, this was helped by me being loyal to her despite the lack of love between them; yes they had one child together but that is it. He had eyes for others such as Rhea and most definitely Demeter, Leto and Nyx, Nyx was the only one who went near him however this was because she helped with the wolf problem which did earn disapproving glares of Hera was also met by her understanding and acknowledging the need.
