Head to the Guild, and make a wish or two!

"Alright, why don't we head to the Guild, and see how the dynamic might shift," Natsu stretched, and went to get dressed again.

She nodded, and put her top back on, not that it was more modest. "This is so exciting, Master!" she squealed in delight. "Can't wait to see for myself how the new improved me gets along with everyone else!"

"Um, shouldn't you cover up more?" Natsu then asked Lucy, blushing at the sheer silk of her harem top. "We wouldn't want you arrested for public indecency..."

"As if the authorities could catch us, Master," Lucy giggled, before giving him a playful glare. "I've had way too much experience fleeing arrest after you dragged me into your brazen property destruction when you go overboard on quests..."

"Hey, I go big, or I go home!" Natsu pouted. "Seriously, do you actually expect me to hold back when I got a fire in my belly!?"

She shook her head, and sighed in fond exhasperation. "Regardless, Master, we can easily make it legally and socially acceptable for me to be out in public like this, or even naked if we wanted, though I reccomend making sure no children notice anything at all. It only takes a wish."

"Oh, right... um, then I wish that it was perfectly normal and legal for you to wear whatever you damn well pleased in public, even if that's nothing at all," Natsu agreed, making the wish. "And make sure minors just perceive you as wearing something appropriate."

"Alright then!" she beamed as she snapped her fingers and granted the wish. "Let's go~!" Once he was dressed, he picked up the lamp, and let her float along after him, humming happily as they exited her home. No one should question her having a tail instead of legs after his previous wish.

"Actually... can you make it so others can be naked or in similar clothes to you?" Natsu asked her as they walked.

"That's easy, Master, just the same wish involving them instead of me, that's all you gotta do!" Lucy cheered. "Why, anyone in particular in mind?"

"Cana, actually... she's always been a tease with that bikini top of hers," Natsu chuckled. "Pretty sure she would go topless if she could get away with it."

"Oh, so let me guess, you want her to be able to get away with it, the same way I can now do so, and make her aware she can, and see what she is dressed in when we get there?" Lucy grinned eagerly.

"You know what, yes, I wish for that. Just make sure you include the thing about minors not noticing anything... in fact, make sure that's included in any future wishes involving any form of what would otherwise be considered public indecency. Just so I don't have to specify that every time... or get in trouble for forgetting to do so," he added.

"Wish granted!" she gushed as she snapped her fingers. A few minutes later, the Guild came into view...
