He starts the second to last set of rules

Now that he had formatted his rules right, Draco knew that he could torment Potter and he wouldn't be able to stop him, but he would be aware of it the whole time.

Draco wanted Potter and his blood mudblood and blood traitorfriends to know that they were beneath him. He was a Pureblood and compared to him they were practically house-elves, those who were meant for nothing but to serve their betters.

Now that he thought about it, making Potter's group his servants was a delightful idea. He would be able to endlessly gloat and enjoy it as they served him and old Potter would know anything was up, but he wouldn't be able to do a single thing about it.

Nodding his head, Draco picked up his quill from where he left it in his inkwell for the task of writing the new rules about his future servants.

‘A Bimbo Potion is a potion that turned the drinker’s body into a sluttier feminine version of themselves, making them hornier, more sensitive, and making their female assets more well endowed.’

‘Once someone drinks a Bimbo Potion, they will prefer the taste of semen compared to their former favorite foods or drinks and are able to replace the need to ingest food or water by consuming semen.’

‘A new Bimbo Potion will appear in Draco Malfoy’s maid’s room for every new maid that has not drunk one yet.’

Now the he knew where his maids would stay and what they would look like all Draco needed to do was figure out how exactly he wanted his maids to act before he officially made them his.

Draco knew how he wanted them to act, but finding the wording to make it just right so that he gets the best results and so that Potter would suffer the most wasn’t easy.

Eventually, right before bed Draco knew he figured out the best combination. Now all he had to do was write them down before he went to sleep and when he woke up in the morning he could introduce himself to his new servants.
