He doesn't respond well at first

It was a bright and sunny morning when Makoto first found the book. Upon waking up in his dorm room, he went about his daily routine as per normal when he spotted the notebook on his desk. He had thought that he had placed all his books back into his bag last night so he found it strange that there was still a book on his desk. Upon closer inspection, he realised that this notebook was not any he recognised and so went to pick it up.

When he picked the note book up, he felt a sharp pain in his index finger. He froze up for a second, nearly dropping the book when before his eyes his name and the words 'laws are the foundation to any society' appear on previously empty front cover of the book. He looked in disbelief at the book before abruptly throwing it onto the floor with an added,"Nope!" and rushed out the room. After all, who wouldn't be frightened by something that was very clearly unnatural.

Luckily, his bag was close to the door of his dorm room so he snatched it on the way out of the room. After he was a good distance from his room, he stopped to catch his breath and try to rationalise what just happened. 'It was probably a figment of his half asleep brain's imagination.' he reasoned, ' or maybe i am still sleeping.'. As he slowed his footsteps and walked to class, he realised he would probably be the only one in so early. Deciding that he had some time on his hands, he took a detour to the cafeteria to get some breakfast. Finding a seat, he opened his bag to find his wallet when he spotted something that made him do a double take. The white notebook he clearly remembered throwing on the floor was right there in his bag. After pinching himself to ensure he was not dreaming, he wasn't, he gingerly pulled out the notebook. The words on the cover were still the same and were coloured gold instead of red, much to his relief. Looking around and seeing no other students, he calmed himself down and thought,' clearly something is up here and there's only one way to find out what.'. He opened the notebook

Upon flipping open the cover, he saw behind the cover was a short paragraph of words 'Book of societal control: within this book is held the power to change what any group of individuals finds normal or views as a law/rule. Target group can be any group of 2 or more individuals. As long as the user knows the what this group of individuals call themselves or what they are typically known as, they can be targetted. To use this ability, write in the following pages in this format: [group's name]'s new norm/law followed by the new norm or law. The user is unaffected by any mental changes made by the book even if he is considered a member of the group. Norms and laws formed within this book will be followed without suspicion and can only be revoked by the user.'. Makoto was reread the paragraph again and again, just to make sure he read it correctly. Was this even possible? Surely not but given how the book appeared and the events that just happened, perhaps...

"Ring! Ring! Ring!" The bell signally the start of the school day sounded. Makoto snapped out of his musings about the book to worry about the more pressing issue, he was going to be late. 'Damn It, now i am going scolded by Taka for being late. He is always so enthusiastic about enforcing the rules... Oh' as he is thinking about the scolding Taka would surely give him, he remembered that school starting at 8 am was a school rule. And if this notebook could do as what it claimed it could do perhaps it could help him. After all he was only late because he kept rereading the front paragraph over and over again.

'it was a win-win' he thought to himself, " if it works i can avoid a scolding. If it doesn't work at least i can put this whole thing behind me'. Thus he took out a pen and wrote down,' Hope's Peak Academy new law: school begins 20 minutes after the bell at 8am.'. After writing it down, he ran straight to class, wondering what would happen next.
