He does indeed suggest the Visored!

"Honestly, I'm not sure what else to tell you about your little Hollow problem, Ichigo," Urahara noted about thirty minutes later. "In all honesty, the Visored really are your best bet."

"But don't they hate Soul Society?" Ichigo asked. "I'm not going to betray the people who live there."

"They do resent Soul Society, yes," Urahara noted. "However, they do respect me after I did all I could to help them back when I had the Hogyoku, and in all honesty, while they hate and resent Soul Society for casting them out, they absolutely loathe Aizen after what he did to them. Even if they can't have you on their side against the former... they may well be open to helping you train to control your Hollow powers anyway to screw over the latter." He adjusted his hat a bit as he gazed at Ichigo solemnly. "Especially if I ask."

Ichigo nodded slowly. "Okay, that makes sense..."

"Wait! I have to ask the most important question of all regarding this!" Rukia held up a finger suddenly. Ichigo gave her a flat look.

"Let me guess. You want to know if there are any pretty girls on their side," he stated dully. She nodded fervently, and Urahara laughed.

"Indeed, asking the real questions~!" he quipped. "There are two girls over there... and a boy that claims to be a girl," he chuckled.

"I AM GOING TO **** THAT BASTARD!!!" Hiyori suddenly roared, and began violently assaulting Love... well, more violently than before, they were sparring actually. Love yelped and frantically started trying to defend himself, wondering what the hell set her off all of a sudden.
