He decides to create a unique scenario, The Japanese Re-population Act

John had a sudden idea, a scenario popped into his mind long had Japan suffered from a dramatic decline in birth rates so much so it was believed that within several hundred years they may die out. Why not accelerate that somewhat and have foreigners become the salvation of Japan? And what better than Nerds with Herculean Bodies, with the endowments and the virility of a god of sex? Thus the scenario was such.

Japan is at an all time low in birth rates within the past 10 years births of males had declined tremendously resulting in an upsurge in girls, not only that but males had also reported with shooting ineffective sperm as well. Save a select few who would be distributed to certain parts of Japan to help the nerds. However the Japanese Nerd population was very withdrawn and didn't care much for outside contact. So out of desperation the government authorized a new law, the Japanese Re-population Act. In this act they would take, the largest, strongest, and most virile males, all nerds of course, and would allow for sexual acts anywhere, anytime, and anyone over the age of 18. Of course this meant only true nerds would be brought over. Jake being one of them, and such to facilitate maximum impregnation, there would be 2 nerds of each nation.

As for the details, those under this act had permission to have sex virtually anywhere though it was advised to either do it in a secluded location or in an area built specifically for the males massive cum unloading messes. To help facilitate birth all women must take fertility pills to ensure complete impregnation, they would even have access to any fertility pill they wanted. Once impregnated, the woman must register that she was impregnated to who it was and would be assigned to that man till the end of her natural life. To help with that John would make two more changes, one that these women would have their pregnancy in half the usual time, as a result of a nation wide experiment that caused this. Second said women would retain their youth and those that were older would regain their youth till the end of their lives.

Along with Jake there would be a total of 18 members of this initiative along with 10 from Japan. These 28 young men would become the hope of Japan and would also result in a change in it's overall culture. Of course they would be 21 years old and True Nerds with their own unique traits, and bodies. With a snap it was done, the question now was who to follow? Jake or someone else?
