Harry himself

Harry found himself in possesion of a strange book capable of changing rules. He had already used it, thinking it was a joke, to make it so that the Hogwarts girls uniform for those at and above 18 was simply a robe with nothing underneath and left open to bare what is underneath.

Harry now was in the Room of Requirement, for some privacy, in order to come up with some new Old and New Rules, coming up with some good, perverted ones and not so perverted ones.

Old Rule: Harry Potter is the only male allowed inside Hogwarts.

Old Rule: Hogwarts protections turn its female inhabitants into docile and submissive bisexuals that have no problem with sexual acts as long as they were at least 18, and leaves those below 18 unable to acknowledge this or anything perverted.

New Rule: The Rulebook now belongs to Harry Potter and will pass onto another perverted male upon his ****, and no one can see the contents of it besides Harry Potter and whomever its next owner is, if lost people will return it to whomever currently owns it.

Old Rule: Harry Potter is immune to all rules not written into the rulebook, he can perform any action and not be held responsible for it legally. Instead, it is regarded as his right.

Old Rule: Harry Potter owns Hogwarts and has his own private floor with living quarters and other facilities. Unless they are invited personally by him the protections of Hogwarts do not allow anyone besides Harry Potter into the floor.

New Rule: Petunia Dursley is now a sexy milf that is Harry Potters' sex ****, residing in slaves' quarters at Hogwarts private floor, with no knowledge or memories besides anything related to sex, how to speak the English language and how to be submissive to her Master.

Old Rule: Any female above 18 that Harry Potter requests sex from will always give consent.

Old Rule: Hogwarts allows technology to work inside its protections, powering anything technological with magic.

New Rule: Hogwarts female students, once they reach 18 are given a vibrating dildo that they must 'wear' in their vaginas at all times unless asleep or having vaginal sex.

New Rule: Once they reach 18, Hogwarts female students must sleep nude and exposed to the environment, protected by protective enchantments from discomfort or illness.

Old Rule: House Elves are a sexy all female **** race made in the image of Tolkiens' elve females that belong always to Hogwarts' owner, and are born from sex between the owner and an elve, being fully elve and aged to full adulthood with all required knowledge in one day. They are the sex slaves of Harry Potter. A book of their names resides in Harry's bedroom and they will respond only when he directly, knowingly, and with magical intent summons them.

Old Rule: Voldermort permanentlly died from the backfired Killing Curse and all his **** Eater servants were caught, tried and executed, marked or otherwise.

Old Rule: The Hogwarts Room of Requirement is a room accessed from the owners' bedroom that can take on the form of a sex dungeon, a library of magical and non-magical knowledge, a private bathroom with all required items, and any other room that Harry Potter requests.

Old Rule: A magically updating book of Hogwarts students by school grade is kept in the owners bedroom.

Rules put in place Harry now leaves the Room of Requirement, in its new library form for his 'new' bedroom.
