Handcuff them and tie them to the chairs

You sway your pistol at Anne but talk to Jo.

Anne rises. She still sags a little but has at least stoped crying. Slowly she moves over and handcuffs Jo. Then you make her sit down on a chair beneath Jo and handcuff her.
