Go to the guy

You approach the guy with the smartphone.

"Uh, hey, how are you?"

"Hm, oh, sorry, didn't see you. I'm good. Never seen you around, though," the guy says, looking up from his phone.

"Yes, I'm new here. I'm Tim."

"Uh, cool. Uhm, nice meeting you Tim."

You see that he obviously wants to go back to his phone than talk with you right now. You don't wanna bother him any longer.
