Free use heroes

In this world, in order to maintain trust in the hero association every hero is also designated free use to the public and their hero outfits have hidden ways of opening up to allow access. Sex crimes are down since the public has this new outlet and public trust in heroes is higher than ever. This of course changes the UA curriculum to help train new heroes to accept this role as well.
