Free Use Villains

In this world the R-rater hero Midnight created a movement and had a law passed granting free use privilige to heroes on any villain they capture. Teach that thief a lesson by making them a glory hole until they earned enough to repay what they stole. Or take a misbehaving villain and punish them as you see fit.
