Francis restarts time

Francis heads outside and restarts time. It takes a few seconds for the cop to realize her predicament, before she screams. Her pants are around her ankles, the buttons of her shirt have fallen off and her wrist is handcuffed to her ankle around a parking meter, so she can neither move from that spot, nor pull up her pants. She struggles as Francis gleefully snaps some pictures. She sees him, but before she can say anything to him, he disappears.
Francis had stopped time and walked around the cop. He headed down the street. Any time he saw an attractive woman, he pranked her. If she was wearing slacks, he pulled them to her ankles and buttoned them. If she was wearing a skirt, he liberated her of her panties and stuffed them in her mouth or pulled them down over her head. If she was wearing a blouse, he cut off the buttons and cut off her bra. Soon the busy street was full of attractive women struggling to pull up their slacks, gagging on their panties, and trying to keep their breasts covered. He decided he could have more fun at the upscale salon, the fitness center, a fancy restaurant, or an office building. But which one first?
