Rouge brought up the file for the device which they had capture from one of Robotnik's labs, while trying to catch him from another crime. It had been scanned, logged, and stored without much thought causing it to be lost in the cracks. Both by G.U.N. and it seems Robotnik.

'The machine is made up of two devices. A headset and a ray gun. The headset contains a microphone to allow commands to be entered. Commands are routed to the ray gun for the next step. The gun allows for implantation of an informational virus into the mind of the victim, a meme infection. The idea will echo in the mind of the victim, bring it up, allowing changes in the subjects mind. Such as thoughts, feelings, memories and more. The ray can be adjusted so only the victim falls under the effect or allow for the subject to spread the infection using audio or visual media. The headset can allow the user to become immune to such infection
A little dry, but I guess that just the tech guys being all technical. So you can you this two part machine to inject and idea into a person, altering their minds. It can also be adapted to allow the idea to spread like a virus. Certainly a threat if Eggman could have used it. Creating a meme virus on how the Chaos Emeralds should be given to Eggman would cause who knows how much trouble.
Of course, a meme virus about how the Chaos Emeralds should be given to me... is not a bad idea. Surely, I can do better then that.'
