Experts are usually a step up from commoners in their skill level. These people are your craftsmen, and highly skilled tradesmen. They are your architects to your carpenters, your bladesmiths and armorsmiths to your typical blacksmiths. They are the engineers to your tradesmen.
They aren't as ubiquitous as commoners, and the cost of their services reflect that accordingly.
