Oh yes one of your favorite Nick cartoons, that had so much potential that it never got a chance to tap into. The fact that El Tigre only got 1 season was always something that bothered you. This world is full of villains that have the experience you need.

1. Teenage Frida Suárez - Yes this girl has a love of chaos and villainy that you can certainly put to use under your command. She really had the desire for real superpowers, and loved causing trouble as well. She'd probably be quite easy to recruit if you offer her a chance to have fun and get paid doing it.

   1. Teenage Zoe Aves aka Black Cuervo - The young villainess of Miracle City is indeed a excellent choice. She has the skill set your looking for, and the experience and morals needed to help you in your new position.

Plus the chance to steal from other worlds, and become a greater villain might really entice her. Also it doesn't hurt she was your favorite character on the show, and you always felt for her side.

1. Carmelita Aves aka Voltura - Like daughter like mother Carmelita aka Voltura could indeed be a skilled experienced recruit you need. Plus through her you might be able to gain Zoe as well. Where you can promise to help her fulfill her family's Vendetta against the Rivera family in exchange for her service. Not only that but her heartbreak, loneliness, and daughter Zoe Aves are other things to use to gain her loyalty.

Where you can not only heal her heart and give her the love she hasn't felt since White Pantera broke it. But the fact that her daughter grow up without a father figure might bother Carmelita, and you could present yourself as the father figure to help her daughter avoid the same heartbreak she went through. Perhaps if you don't plan to make a move on Zoe as well, you could promise to use your resources to look for a good romantic prospect for Zoe among the worlds, to get her mind off of El Tiger. Though of course who say's said match has to be a boy.
