Containment Procedures: All efforts are to be made to track down ENF-149 and bring it into Foundation custody. Experienced agents are to be stationed at all major transport hubs in ENF-149's hunting zone, dressed to attract it, equipped with the appropriate devices and techniques to subdue it and its driver so it can be relocated to a Foundation warehouse and safely stored. Since last month's incident at Waterloo Station (see under File: Johansson), this is to be deemed top priority.

Description: ENF-149 is an ordinary black London taxicab, distinguished only by a faint purple tinge that some observers claim to have noticed in the glow of its headlights. It appears on street corners, at train stations, outside museums and anywhere else that somebody might be waiting for a cab. The form of its driver is indistinct, but most witnesses suggest it bears a vague resembles to a person in a trench coat and large, floppy hat.

Any woman picked up by ENF-149 will be expelled from its doors several minutes later in some well-populated part of London, her wardrobe substantially altered. Upon interrogation, she will be unable to recall exactly what happened inside the taxicab, beyond a vague suggestion of mist and tentacles and the sound of booming, hollow laughter.

Agents are warned that it is not yet known exactly how to catch ENF-149. All plans to follow it through the busy streets of London have failed, as has every attempt to subdue it from the inside.

The most recent such attempt was made by Officer Carol Song, who was subsequently deposited on the street outside a popular West End theatre, ten minutes after the ending of a successful play. She was, unluckily, stark naked and handcuffed, with her panties in her mouth and NAUGHTY GIRL written in lipstick across her ample breasts, and as a result made it to the front page of a number of high-circulation tabloids. This is an unacceptable outcome, and it is hoped that Officer Song's next try will be more successful.
