Containment Procedures: All knowledge of ENF-101 is to be kept from the general public. Instruments capable of producing ENF-101 are to be confiscated by Artemis teams and stored in medium-security facilities under close guard. All media containing ENF-101 is to be expunged from public record under the Empress Protocol. Performers who routinely make use of ENF-101 are to be taken into Foundation custody where possible. Failing that, they should be politely asked to stop it.

Description: ENF-101 is a highly specific audio frequency which, when played in a particular timbre, has a number of unusual effects on women's underwear. First, it causes the undergarments in question to adhere to the skin and contract slightly, making them almost impossible to remove. Second, it makes them vibrate in a fashion that all available test subjects have described as both erotic and almost unbelievably ticklish. Third, it promotes arousal while inhibiting orgasm.

It forms a key part of the repertoire of legendary saxophonist Theodore "Tremblin' Bones" Harlowe, who remains at large, despite the best efforts of Security Officer Carol Song. The Foundation has reviewed her team's performance in the field at last years' Atlanta Jazzfest and found it to be mostly not her fault.

Addendum 101-01: The Foundation has, on careful review, decided to provide Dr. Blithe with all information necessary to generate ENF-101, as well as one hundred N-class personnel, for testing purposes.

Addendum 101-02: Dr. Blithe reporting. After formal induction, N-class personnel were provided with standard-issue white cotton bra and panties and ushered into Testing Chamber Z3. Through an oversight, they were accompanied by Dr. Emilia Lucent, also in white cotton bra and panties. All doors were locked, the observation window manned by Dr. Blithe and interns, and ENF-101 broadcast over monitors for a period of forty-five minutes.

Addendum 101-03: Through an oversight, ENF-101 was recently broadcast over the Foundation's general-purpose PA system for a period of no less than twelve minutes. We regret the error.

Addendum 101-04: Through an oversight, ENF-101 was recently broadcast over the Foundation's general-purpose PA system for a period of no less than seventy minutes. Again, we regret the error.

Addendum 101-05: Through an oversight, ENF-101 was recently broadcast over the Foundation's general-purpose PA system for a period of six seconds, then of thirty-four minutes, then of twelve seconds, then, after a two-minute break, of three and a half hours, then of two seconds, then of nine minutes. We regret the two-minute break provided insufficient time for all female Foundation staff to remove their undergarments, and the error. Dr. Lucent, who had volunteered to monitor the PA system, had unfortunately been tied to her chair and gagged by parties unknown.
