Containment Procedures: ENF-003 is to be kept in an appropriate minimum-security facility and made available to any staff member with a valid research proposal. While harmless, its use should be tightly regulated to prevent disruption to staff morale. It is not the personal property of Dr. Blithe and should be stored in a regulation containment unit, not in the top left drawer of his desk.

Description: ENF-003 is, to all appearances, a normal Panasonic Lumix FZ80 digital camera. Its only distinguishing feature an inconspicuous dial near the zoom control, marked with the numbers 1 through 3 in Japanese.

On the first setting, ENF-003 works normally. On the second setting, any woman over the age of 18 included in any photograph or video recorded by ENF-003 will be depicted in her underwear. Extensive testing by Dr. Blithe, both on civilian subjects and Foundation staff, has determined that bras, panties, garter belts, stockings, socks and pantyhose all qualify as "underwear", but that swimsuits and leotards do not.

On the third setting, any suitable subject will be depicted naked. Research is underway as to whether setting the dial to an intermediate position can produce images of partial nudity. Dr. Blithe has expressed confidence that he can generate images of subjects in customized states of undress with 70% accuracy, but his evidence has been withheld from public scrutiny pending review.

Addendum 003-1: Dr. Lucent would like to reiterate that access to ENF-003 should be granted access only to staff with a legitimate scientific purpose in mind. Taking a group picture of the new interns does not qualify. Neither does creating a permanent cinematic record of the Foundation's annual awards night. While 85% of Foundation staff may be women, this does not justify using them as test subjects.
