Villains are also paid for their part in any sexual activity with heroes. Those in public office or law enforcement who answer to criminals, must wear badges and labels indicating their allegiances.

Villains are discouraged from harming or killing heroes. To do so is to strip themselves of all benefits and protection.

Heroes who refuse to disclose their identities are named as vigilantes and are considered criminals. There does exist a number of individuals who are against Free Use and all it entails, and are prepared to kill for that belief.
