Culpability Dispersant.
Much of the appeal of games of imagination can be ascribed to the suspension of culpability. When the player makes an offensive joke in Cards Against Humanity, it's not as though they told the joke ex nihilo; they merely organized existing elements into a transgressive pattern. When a man underhandedly deceives his partner in a game of Risk, he isn't shunned as a manipulative liar. He's just doing what the rules of the game compel him to do.
With the culpability dispersant, actions taken are not tied to the actor's intent or choices. If I organize a picnic and it rains, I can't be held responsible for the cancellation. By the same token, if a dispersant user steals something, they aren't legally or socially culpable for the theft. His wallet ended up in her house; these things just happen.
Who gets the dispersant?
