Luck strikes again! Who did Makoto bump into?

"I'm sorry, I wasn't looking where I was going--" Makoto had started to apologize, but was perplexed by the person that had called him an imbecile. She had glasses over her blue eyes, with dirty blonde hair coming down to her mid-back. As Makoto offered a hand, his first reaction was, understandably, "Byakuya?"

"What? I'd thank you to know someone's real name before you address them, especially if you start all meetings by colliding with them."

"Sorry!" Makoto realized that this was another change from his previous timeline, and set out to salvage this chance encounter. "You just looked familiar, and I thought I read an article about a person by that name."

"I'd wager I do look familiar. Standing before you is Byakuko Togami, heir to the Togami business empire. If you read the type of publications I'm involved with you must be smarter than you look."

"Well, Byakuko, I'm sorry I bumped into you, and got your name wrong."

"It's quite alright. The former was an accident and the latter can be forgiven as a mistake of memory. Plus, someone who keeps company with Sayaka Maizono can't be irredeemably uncultured."

"Really!? You listen to my music Togami-chan?"

"I don't have time to actively listen to music, but I must admit you hold a certain...charm."

"Wow, thanks!"

"Now, if you're done falling over yourselves, I'm almost late for an interview."

After Bayakuko left, Makoto was understandably weirded out. He had many more questions that he couldn't handwave as the rulebook, regardless of its powers.
